Applications and motions can be handled by various bodies within the Student Council. This page lists which body can and prefers to handle specific types of motions. If multiple bodies are authorized to handle a motion, you may explicitly request a specific one. This might come in handy when dealing with time constraints. However, for motions that are not overly complex, it is recommended to use the student parliament’s committees, such as the Funding Committee or the Executive Board meeting. Be sure to seek out (financial) consultation.
The Student Parliament is the highest decision-making body of the student body. Representatives from the various faculty student councils meet here to discuss and vote on applications and motions. The Student Parliament can address all types of motions, and these take effect immediately upon adoption.
Please send financial applications to be addressed in the meetings by the Student Parliament to finanzantrag@stura.tu-dresden.de. Please indicate that the financial motion is specifically intended for consideration by the Student Parliament.
All motions for the Student Parliament must be submitted to the Meeting Board by the deadline: 4:00 PM on the Monday prior to the Student Parliament meeting. Urgent motions may also be submitted after the deadline as spontanious application/motion.
It is not recommended to have motions regarding the financial hardship grant or semester ticket refunds addressed by the student parliament.
The Funding Committee is responsible for the student council's support of projects. It is a standing committee of the Student Parliament, comprising up to seven members, that decides on financial support for student projects and the official recognition of student groups during its meetings. The Funding Committee generally meets on a weekly basis and/or whenever applications are received.
The Executive Board manages the day-to-day operations of the Student Council (StuRa). It is elected directly by the Sudent Parliament and consists of up to six executive directors, each heading a specific area of responsibility. The Executive Board implements the Sudent Parliament's resolutions and coordinates the work of the various units. It also represents the Student Council externally, for instance in dealings with university management or the media.
The Executive Board meets weekly. During these meetings, resolutions falling within its area of responsibility can be addressed. These include, among other things, standard motions, internal financial applications, amendments to student representative body regulations, and urgent resolutions from the Student Parliament. External financial requests cannot be processed here. Motions only become effective once the meeting minutes of the Executive Board meeting have been approved by the plenary assembly.
The functions of the Meeting Board include organizing, conducting, and taking meeting minutes for the Student Parliament meetings.
However, the Meeting Board is listed here as an honorable mention because it is mentiones as the third regular decision-making body of the student body. Yet, decisions made here are limited to matters falling within the Session Board's specific area of responsibility. While a meeting of the Meeting Board has not taken place for a long time, it is theoretically possible.

To make the drafting process easier for you and the handling of applications smoother for the people processing them, we recommend using this information in combination with the specific page for your application ot motion. For the financial hardship applications and applications for a refund of the semester ticket fee, the respective information pages are sufficient.
Students experiencing particularly severe financial hardship can apply to be recognized as a hardship case. The StuRa then awards a grant, financed from student contributions for the student body, equal to the semester fee to support these students.
If you'd like to apply for funding from the Student Council, for example to finance a political, cultural, or sports project, you must prepare and submit a funding application. The Finance Advisory Service can assist you with the preparation. You should definitely attend a consultation so that any errors can be spotted early on.
When you are ready to submit your application, contact the Funding Committee or the Student Parliament Meeting Board via email as early as possible.
If you wish to have your group recognized as a student group by the Student Council (StuRa), for example to use the equipment rental service, you must submit an application to the StuRa. The Funding Committee or the Student Parliament decides on this application. Recognition must be renewed annually at the start of the new fiscal year (March/April).

If your application/motion does not fit the categories listed so far, it should likely be treated as a standard application/motion in the student parliament meetings. Examples include position statements, amendments to the Student Council’s regulations, and the financial plan, among many others.

All motions for the plenary session must be submitted to the meeting chair team by the deadline: 4:00 PM on the Monday prior to the plenary session.
